Project site owner or designee undertaking one (1) acre or more of land disturbing activities to any portion of real estate located outside of the Fort Wayne and New Haven City limits. Additionally, an individual constructing a single family residence that is not part of a larger common plan of development or sale where the land disturbing activities result in the disturbance of five (5) acres or more of total land area must apply for a Stormwater Pollution Prevention Plan Permit. Land-disturbing activities that are not considered essential to the construction of a single family residence where the land disturbing activities result in the disturbance of one (1) acre or more of total land area must also apply for a Stormwater Pollution Prevention Plan Permit. Procedure:

An applicant must submit the following:

  • Construction plans, including grading and drainage plans
  • SWPPP for the site that addresses at a minimum the Allen County Stormwater Plan Submittal Checklist
  • Post-construction SWPPP
  • Completed Allen County Application for Stormwater Permit
  • Completed copy of the Draft Notice of Intent (NOI) form
  • Completed copy of the Statement of Financial Responsibility
  • Post-construction operations and maintenance manual
  • Recorded maintenance agreement

The applicant also must obtain any necessary Drainage Board approvals and meet any other requirements to satisfy county, state, and federal regulations and standards.
